  • The Authoritarian Assault on Knowledge
    • Abstract: In late July 2019, with tensions high over a proposed extradition law that threatened to strengthen Beijing’s grip on Hong Kong, a protester donned a face mask to guard against retaliation by the authorities. The demonstration he attended, however, was not in Hong Kong, but rather at Australia’s University of Queensland, where successive protests challenged first the extradition law, then the university’s own ties to the People’s Republic of China (PRC). As the masked demonstrator explained: “Even in Australia now we cannot be seen here at a protest. We are not out of sight of China’s government.”1Under Chinese Communist Party (CCP) general secretary Xi Jin-ping, a coercive campaign to intensify ideological ... Read More

  • How Authoritarians Use International Law
    • Abstract: What do authoritarian governments that reject the rule of law want from international legal norms and standards' Authoritarian regimes survive and thrive by repurposing institutions of all kinds, and international legal institutions are no exception.1 Across a range of international fora, today’s authoritarians are using their influence not only to insulate their regimes from criticism, but also to actively reshape international legal standards in ways that advance their interests. No longer content to approach international law from a defensive posture, authoritarians view international law as a means of fostering their own illiberal projects, extending new authoritarian legal norms that exist alongside and ... • China’s Message Machine
    • Abstract: The People’s Republic of China (PRC) is aiming to reshape the global information sphere with a “worldwide propaganda campaign of astonishing scope and ambition.”1 The roots of this campaign can be traced back at least as far as 2007, when the Chinese Communist Party (CCP) began talking about “soft power”2 at its Seventeenth Party Congress, held that year. Serious funding went into the effort in 2009, when the CCP under Hu Jintao devoted a sum then worth about US$7 billion to revamping the PRC’s system for crafting and disseminating external propaganda.3 Since then, money has continued to flow, underwriting PRC information operations that have been growing more sophisticated and complex under Hu s successor Xi ... • Covid vs. Democracy
    • Abstract: —The EditorsThe covid-19 pandemic may represent one of the most serious challenges to global democracy since before the “third wave” of democratization began in the mid-1970s. The virus emerged in the world’s most powerful authoritarian regime, the People’s Republic of China (PRC). The pathogen might never have caused a global pandemic had not crucial weeks been wasted—first by local officials in Wuhan, then by higher authorities in Beijing—suppressing information about the contagion. The authoritarian reflex to censor, cover up, and deny squandered precious time when the virus might have been contained. Yet since March, the PRC has managed to gain control of the virus within its borders, even if in heavy-handed ... Read More

  • Brazil’s Populist Playbook
    • Abstract: An imagined scene captures something of Brazil’s present moment. In a political cartoon from early June 2020, Alberto Benett depicts President Jair Bolsonaro standing in front of a crucified Jesus.1 The hand-drawn president proclaims to the dying Jesus, “I’m sorry, but it’s destiny. . . .” The cartoon refers to a real-life scene from two days earlier. A religiously devout supporter had asked Bolsonaro what he would say “to the countless grieving” who had lost loved ones to covid-19. Bolsonaro had replied, “I’m sorry about all the deaths, but it is the destiny of each of us.”The human impact of covid-19 in Brazil is overwhelming. As of early September, the country has had more than four-million confirmed cases and ... Read More

  • India’s Illiberal Remedy
    • Abstract: The world’s largest democracy is sliding toward competitive authoritarianism, and the covid-19 pandemic has sped it along the way. Under Prime Minister Narendra Modi, India is displaying worrisome symptoms that bring to mind other democracies with populist leaders, including the United States, Brazil, and the United Kingdom.1 Over time, such backsliding can end in competitive authoritarian rule if ruling parties succeed in undermining key democratic institutions to an extent that makes it difficult for the opposition to return to power.2 While India has been moving along this path ever since the right-wing, Hindu-nationalist Bharatiya Janata Party (BJP) came to power in 2014, the coronavirus crisis has provided new ... • South Africa’s Lockdown Misfire
    • Abstract: As the novel coronavirus spread around the globe in March 2020, South Africa’s President Cyril Ramaphosa imposed a lockdown that was strict and early, commencing the same day the country recorded its first death from covid-19. This painful step was part of a pandemic response that drew on experience from past epidemics and quickly gained South Africa a reputation for decisive leadership guided by science.1 Yet the technocratic hopes underlying this strategy soon crashed up against practical limitations. As of this writing in August 2020, the country has seen more than 600,000 confirmed cases—the world’s fifth-highest figure—and recorded an official death count of more than 13,000, the world’s thirteenth-highest ... • Crackdown: Hong Kong Faces Tiananmen 2.0
    • Abstract: Hong Kong, a place where liberty once bloomed, has now been crushed by the People’s Republic of China (PRC). On 30 June 2020, the PRC imposed a draconian national-security law on the city, seeking to “prevent, stop, and punish” a string of vaguely defined crimes of “secession,” “subversion,” “terrorism,” and “collusion with foreign forces.”1 The broad sweep of the law effectively bans any dissent. The Beijing regime’s own security agents are now overseeing Hong Kong’s previously autonomous courts and criminal-justice system as the law is enforced. Waves of arrests have followed.A city that once marked the anniversaries of the 4 June 1989 Tiananmen Square massacre and the 1 July 1997 handover from Britain to the PRC ... Read More

  • The Bangladesh Paradox
    • Abstract: The five decades of Bangladesh’s history as an independent country present a paradox of development without democracy. An achiever in the areas of health, education, and agriculture, with an annual Gross National Income (GNI) now on the low end of the world’s middle range, the country has nonetheless struggled politically as it tries to find some modicum of governmental efficiency, political accountability, and institutional stability. From 1974 through 1991 there was military rule of a highly turbulent sort, complete with coups, assassinations, and martial law. After parliamentarism’s 1991 return, governance improved for a time but dysfunction soon gained the upper hand. For a while now, authoritarianism has been ... Read More

  • The Return of the Latin American Military'
    • Abstract: Are Latin American militaries back' In country after country, troops now appear front and center, carrying out missions both armed and unarmed: They patrol city streets and chase drug traffickers while also building or fixing infrastructure, teaching literacy, handing out food, water, and clothing to the poor, and responding to natural and medical disasters. That last mission is especially salient at present. In nearly every Latin American country, the military has been asked to provide emergency help in fighting the covid-19 pandemic and has everywhere stepped forward. Military establishments have been producing and distributing medical equipment, setting up mobile hospitals, and enforcing curfews and health ... Read More

  • Policing the Police: U.S. and European Models
    • Abstract: The video of George Floyd’s murder by police officers in Minneapolis, Minnesota, on 25 May 2020 triggered protests in all fifty states and dozens of countries. Floyd was far from the first African American man suspected in a minor offense whose brutal treatment drew worldwide attention. But this incident resonated and reverberated like no other. The principal aggressor, Derek Chauvin, stone-faced with his hand in his pocket, knelt on Floyd’s neck for nearly nine minutes, ignoring the desperate pleas for mercy from Floyd and several bystanders (and hushed exhortations from two of the three other police officers present). This vivid display of police resolve, nonchalance, and solidarity in the face of earnest and ... • Revealing China’s “Hidden Hand”
    • Abstract: Legal threats and letters delayed the publication of this book on the united front strategy of the Chinese Communist Party (CCP) and how that strategy operates in Europe and North America. You cannot buy publicity like that. Media coverage of the controversy has ensured reprints already. It is an object lesson for Xi Jinping’s Central Propaganda Department: If you want publicity for something, pretend you object to it and threaten to sue; if you want to kill a story, the best thing is to keep quiet. In 2018, the Australian public intellectual Clive Hamilton published Silent Invasion, his first foray against CCP influence and interference abroad. (There is a difference: The first is called “public diplomacy” and all ... Read More

  • Election Watch
    • Abstract: (March–September 2020)In the May 20 presidential election, Évariste Ndayishimiye, the candidate of the incumbent party, the National Council for the Defense of Democracy–Forces for the Defense of Democracy (CNDDFDD), won with 69 percent of the vote. Leader of the National Freedom Council (CNL), Agathon Rwasa, received 24 percent. In elections for the 123-seat National Assembly held that same day, CNDD-FDD received 68 percent and 86 seats, while the CNL received 22 percent and 32 seats. The remaining 5 seats went to smaller parties. Turnouts for the two elections were 88 percent and 87 percent, respectively. While the CNL claimed the results were tarnished by “massive fraud,” regional observers called them “free and ... Read More

  • Documents on Democracy
    • Abstract: On June 25, the Stockholm-based International IDEA and the National Endowment for Democracy initiated an open letter, “A Call to Defend Democracy,” warning of governments using the covid-19 pandemic as a pretext to tighten their grip on power and restrict democratic freedoms. More than five-hundred political and civil leaders, Nobel laureates, and prodemocracy organizations have signed the letter, which is below:The covid-19 pandemic threatens more than the lives and the livelihoods of people throughout the world. It is also a political crisis that threatens the future of liberal democracy.Authoritarian regimes, not surprisingly, are using the crisis to silence critics and tighten their political grip. But even ... Read More

  • The Making of a Revolution
    • Abstract: The Belarus that we read about in books no longer exists. This essay is an account of the ongoing Belarusian social revolution. So it is not based on books, at least not primarily. It is written on the basis of a month spent in the country, from August 4 to September 2, witnessing key events—the rigged election, state terror, labor and student strikes, and mass demonstrations. I observed the major protests, strikes, demonstrations, and detentions in the capital and largest city, Minsk, as well as in Grodno, Maladzyechna, and several other places, including some villages, up close. I was a journalist without accreditation. I did not even apply for it. The Ministry of Foreign Affairs refused to accredit all foreign ... Read More

  • How a Dictator became Vulnerable
    • Abstract: In August 2020, Belarus—a country known for its persistent autocracy and popular quiescence—exploded in mass prodemocracy protests. Following a fraudulent presidential election on August 9, hundreds of thousands took to the streets. The demonstrations posed an unprecedented threat to Alyaksandr Lukashenka, who has ruled Belarus for more than a quarter-century. At the same time, protest leaders have explicitly distinguished their new movement from the "color revolutions" that have taken place in other postcommunist countries. Rather than calling for major changes in geopolitical orientation, as in Ukraine's 2013–14 EuroMaidan, they have focused their demands on free and democratic elections together with a return to ...
