  • About the Artist: Maika'i Tubbs
    • Abstract: photo courtesy of the artistMaika'i Tubbs began making art from recycled trash in New York, where he noticed trash bags piled as tall as him appearing and disappearing daily. Having earned a BFA in painting from the University of Hawai'i at Mānoa in 2002, he moved to New York for graduate studies at Parsons School of Design, where he completed an MFA in 2015. Much of his early work includes sculpture and installations with melted and repurposed plastics, whose color and sheen remain in the finished work. More recent installations include rocks made from fusions of beach plastic, cigarette butts, cardboard, plastic shopping bags, Styrofoam, and other trash materials, inspired by "plastiglomerate," an anthropogenic ... • "What Now, Fishgate'": Scandal, Marae Moana, and Nation Making in the
           Cook Islands
    • Abstract: In less than two decades, large marine protected areas have become an increasingly important strategy in attempts to sustain ocean life threatened by climate change, overfishing, marine pollution, and other impacts (Toonen and others 2013; Wilhelm and others 2014). Proponents claim that over 80 percent of all protected marine space now exists within large areas that measure in the hundreds of thousands to millions of square kilometers (Toonen and others 2013). Pacific Island countries have been global leaders in this movement to design ocean stewardship at scale and have used these achievements as evidence that Small Island Developing States are better thought of as Large Ocean States (Maclellan 2012). Pacific ... Read More

  • "Living Other-Wise": The Bushmen Farming Network as an Example of
"Alter-Native" Counter Practices to Agriculture and Development
    • Abstract: The contemporary global development agenda continues to be informed by the premises and promises of modernization (Weber 2007, 2015; Spann 2014). These premises are accepted and reproduced implicitly by many actors across numerous everyday contexts and explicitly by international development agencies and national governments. Especially evident is the idea that cultures and societies are or should be moving toward an "ideal type" and away from "tradition," which is seen to hold people back (Rostow 1960). Such thinking is generally also prevalent in development policies in Melanesia and elsewhere in the Pacific, where the foundations of modernization theory—that development is a lengthy, progressive, systematic, and ... • Repackaging Tradition in Tahiti': Mono'i and Labels of Origin in
           French Polynesia
    • Abstract: On 1 April 1992, the French government granted Monoï de Tahiti (coconut oil scented with tiare [Gardenia taitensis] flowers) an appellation d'origine (ao), or label of origin (jorf 1992). Though this French scheme of protected geographical indications (gis) originated in the early twentieth century, monoï was the first product from a French overseas territory to receive such a designation. This milestone formally recognized and protected the unique environmental and cultural heritage said to be embodied by the oil, together with its claims to ancestral virtues. Yet the production standards enshrined by ao law emphasize industrial-manufacturing processes developed since World War II. The reality of contemporary ... Read More

  • Making Pacific Languages Discoverable: A Project to Catalog the University
of Hawai'i at Mānoa Library Pacific Collection by Indigenous Languages
    • Abstract: With more than 100,000 books, periodicals, and audiovisual, microfilmed, and rare items, the Pacific Collection at the University of Hawai'i at Mānoa (uhm) Hamilton Library is the premier collection of its kind in the world. Since its comprehensive acquisitions policy was developed in 1969, Pacific Collection librarians have been actively collecting materials—in any language, subject area, reading level, or format—related to all countries and territories of the Pacific. Over the years, the collection has become the world's most diverse resource for comparative regional research in linguistics and languages. An informal 2012 comparative assessment of Pacific-language holdings among the major Pacific library ... Read More

  • Federated States of Micronesia
    • Abstract: Reviews of Kiribati, Nauru, Northern Marianas, and Palau are not included in this issue. The Federated States of Micronesia (FSM) enjoyed a season of calm during the period under review, certainly in contrast to the tumult of recent years. But in foreign relations, the federation grappled with temperamental and tempestuous regional and international forces, even as it attempted to enhance its stature as a constructive member of the international community. Two major developments dominated the foreign side of the ledger for the FSM during the period in review: the assumption by the FSM government of the chair of the Pacific Islands Forum, an intergovernmental grouping of independent and self-governing states in the ... • Guam
    • Abstract: The year 2016–2017 was filled with great uncertainty, both internal to the Guam community and external, as the United Nations–designated non-self-governing island territory continued to evaluate its relationship to the rest of the world, and, in particular, to its administering power, the United States of America. On the eve of the 2016 US presidential election, Guam, being a day ahead of North America, held its "straw poll" for president. Residents of Guam, an unincorporated US territory, are not allowed to participate in the election of the US president and vice president; they have no Electoral College votes or voting representation in Congress. However, the straw poll has been an interesting piece of political ... Read More

  • Marshall Islands
    • Abstract: For the Republic of the Marshall Islands (RMI), the period under review saw the passing of several distinguished community members. Most notable were the deaths of two customary leaders from the Rālik (western) islands. Iroojḷapḷap (Paramount Chief) Anjua Loeak died in early September 2016 and was laid to rest at Aelōñḷapḷap Atoll later that month. Loeak was the senior landowner for the domains of Iroojḷapḷap Litokwa and Iroojḷapḷap Loeak, which include approximately one-third of Kuwajleen (Kwajalein) Atoll and twelve wāto (land parcels) on Kuwajleen Island (pir, 1 June 2000). Kuwajleen Atoll is the site of the Ronald Reagan Ballistic Missile Defense Test Site, where the US Army develops, tests, and tracks ... Read More

  • French Polynesia
    • Abstract: Reviews of American Sāmoa, Cook Islands, Niue, Sāmoa, Tokelau, Tuvalu, and Wallis and Futuna are not included in this issue. The year under review was again relatively calm, without major political upheavals. Backed by a surprisingly stable majority in the Assembly of French Polynesia for his Tapura Huiraatira party, President Édouard Fritch continued leading the country with an essentially conservative political agenda, not aiming at major institutional or policy changes. On the regional level, the country gained the controversial distinction of becoming a full member of the Pacific Islands Forum (pif). National elections in France brought some fresh air into the local political scene, giving Fritch's camp the ... Read More

  • Hawai'i
    • Abstract: Hawai'i The year under review in Hawai'i saw the traditional Hawaiian voyaging canoe Hōkūle'a and its accompanying vessel Hikianalia return to O'ahu on 17 June 2017 after a three-year, forty-thousand-mile, worldwide voyage dubbed "Mālama Honua" (Care for the Earth). The voyage circumnavigated the Earth using only traditional Polynesian navigation techniques, reaching 150 ports in twenty-three countries and territories (pvs 2017). Captain Ka'iulani Murphy stated, "We really are sailing in their (the ancestors') wake … we had to relearn what our ancestors had mastered" (Civil Beat 2017). Originally trained by Satawal's Mau Piailug, Polynesian Voyaging Society President Nainoa Thompson noted that traditional Pacific ... Read More

  • Māori Issues
    • Abstract: It was a year of some highs, which included a number of Māori athletes competing in the Olympic Games and their medal haul, as well as two important victories in the courts. But the battle for justice, equity, and recognition of Māori rights continued unabated in the face of increasingly harsh socioeconomic conditions and an uncaring government. Before we consider a selection of these successes and struggles, we pause to consider some of the many Māori leaders we lost over the past year.Ngāpō Wehi of Ngāi Tūhoe, Whakatōhea, Ngāpuhi, Te Whānau a Apanui, and Ngāti Kahu—kapa haka exponent, composer, choreographer, and teacher—passed away in July 2016. • Norfolk Island
    • Abstract: In the time since the passage of the Norfolk Island Legislation Amendment Act 2015 in the Australian Parliament, Norfolk Island has endured the most tumultuous years since its settlement by the hms Bounty descendants from Pitcairn Island in 1856. That act abolished the limited form of self-government enjoyed by Norfolk Islanders since 1979 as enshrined in the Norfolk Island Act 1979, removed any acknowledgment of the special position of the Pitcairners in regard to their homeland on Norfolk Island, and determined that governmental arrangements henceforth would be based on a New South Wales (Australia) "regional council" model. These moves were made against the express wishes of the great majority of Norfolk ... Read More

  • Pitcairn
    • Abstract: The islands of Pitcairn, Henderson, Ducie, and Oeno (commonly known as Pitcairn) make up a single territory, the last remaining United Kingdom Overseas Territory in the Pacific Ocean. As of March 2017, Pitcairn, the only inhabited island of the group, had a total resident population of forty-one—a near historically low figure. The entire population lives in the lone settlement of Adamstown. The only way of accessing the island is by sea, but due to the difficult terrain, ships must moor offshore, with longboats operating between the ships and the landing at Bounty Bay. Due to its relative isolation, its small and aging population, and the high level of subsidy provided by the UK government, there are concerns over ... Read More

  • Rapa Nui
    • Abstract: During the review period, Rapa Nui indigenous politics were principally political ecological in scope; they involved struggles to control cultural and material resources and ancestral territory and to regulate island population growth. This review highlights four major contests: the struggle for the self-determination of Rapa Nui patrimony; the continued fight of the Hito/Hitorangi family to regain their ancestral land from the Hotel Hangaroa Eco Village and Spa; political organization to establish a law to restrict Chilean and international migration to the island; and the battle to resist state and transnational forces seeking to develop the ocean surrounding the island into a marine park. The political ... • Tonga
    • Abstract: Since the 2010 constitutional review and subsequent elections in 2010 and 2014, the Kingdom of Tonga's forays into the world of democracy have been fraught with multiple challenges. This is to be expected from a nascent democracy journeying through a transitional phase, toward a new political culture based on popular electoral choice and away from the age-old hereditary system of rule that has been at the cornerstone of Tonga's sociopolitical power structure since 1875, when the first constitution was devised. Between June 2016 and the end of August 2017, the government of 'Akilisi Pōhiva—the first elected commoner prime minister—went through a series of crises leading to a failed parliamentary vote of no ... • Abstract: Māui and Moana. Still image from the feature animated film Moana,© Disney 2016. Reproduced with permission.Few films have stimulated as much passion and difference of opinion as Disney's Moana, which opened to global audiences in 2016. In the Pacific context in particular, vibrant and vigorous debates about the merits of the film and Islander participation in its making proliferated in academic circles, in homes and classrooms, and on social media outlets like Facebook. Moana made waves across the Pacific—big ones. Although the churning waters have gradually subsided over the several months since the film's release, there nevertheless remains much to discuss. • Making the Modern Primitive: Cultural Tourism in the Trobriand Islands by
           Michelle MacCarthy (review)
    • Abstract: Can we ever leave Kiriwina' Making the Modern Primitive: Cultural Tourism in the Trobriand Islands returns us there once again. Not for a new study of intertribal exchange, or to return to the ambiguities of the father in matriliny, or to research chiefs, or to develop a new concept of reciprocity, or to reanalyze Trobriand magic, or to appreciate the island as the birthplace of anthropological methods, or to come to grips with how the place took on a special significance among Bronislaw Malinowski's descendants. No. Michelle MacCarthy's new ethnography, based on fieldwork in 2009–2010, returns us to Kiriwina for another purpose, which is to probe the discrepant meanings of "cultural tourism" from three points of ... • Artefacts of Encounter: Cook's Voyages, Colonial Collecting and Museum
Histories ed. by Nicholas Thomas et al. (review)
    • Abstract: Artefacts of Encounter: Cook's Voyages, Colonial Collecting and Museum Histories is a striking collection of photographs and essays about the Early Pacific collection at the Museum of Archaeology and Anthropology at the University of Cambridge (maa). With its large format and glossy images, this volume may seem like a coffee-table book. However, the essays and extensive catalog within make this project a valuable resource for any scholar studying the material cultures of Oceania, histories of collecting and museum display, and colonial contact zones. The editors form a powerhouse of scholars and curators: Nicholas Thomas, maa director, well-known scholar of Oceanic history, and author of numerous books including ... • The White Possessive: Property, Power, and Indigenous Sovereignty by
           Aileen Moreton-Robinson (review)
    • Abstract: The White Possessive is a powerful compilation, bringing together a decade of previously published writing by distinguished Indigenous Australian scholar Aileen Moreton-Robinson (Goenpul). The book makes a persuasive case that critical indigenous studies, as a rising field encompassing scholarship by and about issues relevant to Indigenous peoples globally, should pay greater attention to race, and, specifically, the critique of whiteness. Moreton-Robinson argues that "Indigenous studies scholarship has rarely interrogated the mutual constitution of the possessiveness of patriarchal white sovereignty and racialization," despite the centrality of what she terms "white possessive logics" in the lives of Indigenous ... • Mothers' Darlings of the South Pacific: The Children of Indigenous Women
and U.S. Servicemen, World War II ed. by Judith A Bennett and Angela
           Wanhalla (review)
    • Abstract: Some seven decades beyond the end of the Pacific War, oral historians have moved past recording the stories of war survivors (most of whom have passed on) to documenting the war's effects on succeeding generations. One effect was a succeeding generation—a flush of war babies born around the newly established US military bases and ports. Judith Bennett, Angela Wanhalla, and project collaborators Saui'a Louise Mataia-Milo, Kathryn Creely, Jacqueline Lekie, Alumita Durutalo, and Kate Stevens, between 2010 and 2012 tracked down and interviewed dozens of these children, several of their mothers, a few surviving fathers, and a number of grandchildren. To find interviewees, they relied on sketchy official records, a ... Read More

  • The Battle over Peleliu: Islander, Japanese, and American Memories of War
           by Stephen C Murray (review)
    • Abstract: Stephen Murray has written a remarkably sensitive, insightful, and compassionate book about a war that continues. While Japanese forces surrendered the island of Peleliu in what is now the Republic of Palau to American invaders on 24 November 1944, the battle goes on around issues of memory, commemoration, and the meaning of history. The chad ra Beliliou (people of Peleliu) receive scant if any mention in the histories produced by the principal combatants. Their experiences, feelings, trauma, and the terrible devastation wrecked on their island go largely ignored in national histories that endeavor to explain and justify an unnecessary slaughter. Murray's book seeks to correct that neglect. While the author's ... Read More

  • For a Song by Rodney Morales (review)
    • Abstract: Rodney Morales's new novel, For a Song, represents a significant development in his already varied oeuvre, which includes a collection of short stories (The Speed of Darkness, 1988); a memorialization of George Helm and Kimo Mitchell (Ho'i Ho'i Hou, 1984); and his first novel (When the Shark Bites, 2002). As an extension and elaboration of that earlier novel, Morales's most recent foray into the noir genre is an effort to bring the genealogy of Chang Apana (the historical figure who was the basis for the fictional and Hollywood film character Charlie Chan) into a decolonizing, de-orientalizing, and thoroughly contemporary frame through the protagonist Kawika Apana. According to recent historical work by David A ... Read More

  • From "Stone-Age" to "Real-Time": Exploring Papuan Temporalities,

    • Abstract: This highly original and analytically diverse collection of essays on contemporary Papua explores narratives and experiences of inequality through the lens of their constitutive spatiotemporal dimensions. The titular "real-time" refers to the temporal immediacy of digital technologies of connectivity (eg, mobile phones, social media, or laptops) and, at the same time, glosses a globalized modernity. Real-time imagines networks of coevals linked through contemporaneous, shared experience, while also supplying the possibility of a temporal other: that of the "stone-ager." An evolutionist conceit, the Stone Age is, however, still very much entangled in real-time, and these myriad entanglements in Papua are, in large ... Read More

           (review)
    • Abstract: From 23 February to 17 March 2017, the Modern Māori Quartet (mmq) joined the New Zealand Symphony Orchestra for their annual Summer Pops Tour. The tour included twelve performances throughout Aotearoa, taking place in venues such as Auckland's Town Hall, Wellington's Michael Fowler Centre, and Dunedin's Town Hall. Audiences were treated to both cover versions of popular songs and original songs by the quartet, with orchestral adaptations by seven arrangers: Mahuia Bridgman-Cooper, Claire Cowan, Robbie Ellis, Matthew Faiumu Salapu (aka Anonymouz), Gareth Farr, Chris Gendall, and Mark Dennison. The promotional material for the Summer Pops Tour clued audiences in that this was not going to be a typical symphony ... • Honolulu Biennial: Middle of Now Here (review)
    • Abstract: This spring, the Honolulu Biennial made its debut on the global art stage with a multi-venue, two-month-long exhibition featuring both established and emerging Pacific artists, including a contingent of Kanaka Maoli (Native Hawaiian) and Hawai'i-based artists. The exhibition also included a number of Southeast Asian artists, a few East Asian art stars, and two Middle-East-based artists, giving a first impression that the exhibition sought to emulate the "expanded regionalism" of the now well-established Asia Pacific Triennial (Queensland, Australia). Yet, at least for this first iteration, there was a clear curatorial focus on the importance of Pacific contemporary art.The exhibition privileged photography, video ... Read More

    • Abstract: I wish to dedicate this review to the late Dr Teresia Teaiwa, prolific "microwoman" (the name of her blog), scholar, and poet who led the way for me and her many other students, as well as Kathy Jetnīl-Kijiner.I took my copy of Iep Jāltok to the Lepindau, tiny coral islets located off the coast of Madolenihmw in Pohnpei, Federated States of Micronesia, where I, in the words of Alice Walker (who wrote a blurb at the back of the book), "savored" the words of fellow Micronesian (Marshallese) poet Kathy Jetnīl-Kijiner. Being from a volcanic island, I needed to simulate what it must feel like to be from atolls such as Majuro, Kili, and Aur, all of which are featured in Iep Jāltok.
